1000 calories is not enough to eat. Most people burn that off in a day with regular activities and if you do any sports or active lifestyle stuff at all you are not getting enough calories. Throw in a protein shake/bar or 2 during the day to get your calories up to 1500. You have to feed your body to make any gains...look ate the bodybuilding.com website. I know the title is a little intimidating but it has good workout info as well as practical healthy diets and "hardgainers" tips for supplements if you are interested.

Your weight isn't fluctuating to much, mine goes up and down 3-4 lbs through out the day.You definitely aren't eating enough calories to gain weight, especially if you are going to the gym on top of your normal day to day activities. Try and eat 6 small meals around 300 calories each meal, a day with a mix of good high fiber carbs and low fat protiens. Add some protien shakes or bars in there everythere every now and then. You should start to gain some lean muscle and see some definition. Also a multi vitamin from GNC would probably be a good thing as well. I hope this helps!

Weight can fluctuate as much as 8-10 lbs throughout the day. Try weighing yourself later in the day and see what it says. Then always weigh yourself at the same time if you're keeping track of it. Guys actually need at least 1200-1400 calories a day to maintain their weight (or so I've heard). Up your protein to build muscle and gain weight if you're working out.

Your body uses the calories that it needs to maintain weight, if you want to gain weight you have to increase calorie consumption or decrease activity level.

If you are eating and then working out you are burning calories before they are metabolised so you probably won't gain weight. If you want to gain you can eat more, especially protein; peanuts are good for weight gain or you can go to a health food store and get weight gainer (Whey).

1000 cals a day? that's about enough for a 60 lb dwarf that doesn't exercise. you should be consuming close to 2,000 cals daily. your BMR is about 1,500 cals. add in walking around, work and then exercise you easily need an additional 750 cals on top of your BMR of 1,500 to gain weight
