Yes, IF your Native American parent is an enrolled tribal member. (This is key because "Native American" is not just an ethnic/racial term, it is a legal one reserved for enrolled tribal members/citizens of a federally recognized tribe.)

No, if your Native American Parent is not enrolled.

BTW: Metis is a Canadian First Nation made up of people who are mixed French and Cree. Other people who are not Metis (French/Cree) but who are mixed White/Indian have been using the term to describe themselves. However, this is an incorrect use of the term.

"Technically", yes. True, "European" is not a race, but they exemplify the white race. Native Americans are of the red race. Of course, it depends upon how far back either (or both) happen to be on your family tree.
If you haven't already, do a paper trail; start with living relatives and go to the local library if necessary. Ours has both www.ancestry.com and www.heritagequest.com available for free useage plus books and periodicals and a volunteer who helps folks with their family tree.
I would also suggest a DNA test; yes, they can tell you where your ancestors came from. Try www.familytreedna.com or the National Geographics Genotype at https://www3.nationalgeographic.com/genographic/faqs_about.html with connections to many of their other sites for more information.

No, depending on how far your native blood goes back you would be considered a "Metis".( French origin, pronounced phonetically 'maytee') I believe it is till the third generation from the original native that you would be considered Metis.
