Not if the reason you don't have one is because your parents don't want you to have one.
If its okay with your parents for you to have a cell phone at all, and your godmother asks what you want, you still need to pay the monthly bills with your own money.

of course not. however, if she asks what you want for christmas, you can tell her.it doesn't mean you'll get it though. who's going to pay the phone bill?
