What if the Military were allowed to do its job without reporters and Congressmen looking over their shoulders?

How about, a " whats the chances .." question.
Such as, in the movie " Independence Day ", whats the chances that the aliens, just happened to use Microsoft Windows in thier computer system, so we could easily upload the virus, into the mother ships computer ?
