If you mean pictures hanging on a wall, use a level.

But I think you may be asking about straightening horizon lines of a pic after it's shot.

In that case, assuming you have Photoshop - do this:

In the Tool Bar, click on the eyedropper and go down to the measure tool. Hold the cursor at one end of the line you want to straighten and drag along the line for a reasonable distance - then let the button go.
Now, go to Image>Rotate Canvas>Arbitrary. The information will show you the exact increase or decrease in angle the line has followed. Just click OK.

The picture will automatically straighten so that the line you drew is perfectly level.

Then you'll need to re-crop, because you'll have weird edges.

There are some auto straighten features in newer versions of PS, but this trick works in all versions.

I imagine you mean straighten as in putting on the wall straight? If this is the case you could do with a spirit level!
If you mean straighten as in they are creased,you could try pressing them...?
Put the picture between two flat objects(books work well)
then put something heavy on top and leave for a considerable amount of time

If you're using a digital version of your picture, there are several ways to straighten your image. First, pay software, such as Aperture (Mac), iPhoto (Mac), Photoshop (Mac/PC) all have specific tools to change the alignment of a picture. Second, Google has a product called Picassa that you can use, it's a light weight application, but I believe it has the alignment tool. Best part, Picassa is free.

i use a tape mesure it works for me i mesure across and from the floor up.works just as well as those gadgets they have in the store that cost you an arm and a leg plane old tape mesure.
