How can I find out if a car has any outstanding HP on it before I buy it?

Do an HPI check on it with Experian. If you can't do this, ask a friendly local car dealership if they would do it for you. They nearly all have access

Check it with HPI.
There are a number of other companies offering similar checks (including the AA and RAC) but testing by Autocar showed that only the HPI check was value for money.

Check with one of these car check companies like HPI, they should flag up outstanding credit.
