Charity staff are not lining their pockets with donations -- donations to a homeless shelter or an organization providing service to the homeless are used for a variety of things:
-- to pay for the rent and utilities, in order to give the homeless a place to stay
-- for food (surely you don't think it is ALL donated? They have many nutritional gaps to fill that aren't met by donations)
-- to pay staff: professionals, trained in psychological counseling, job counseling/coaching, providing financial advice, medical service (doctors, nurses, etc.), and so forth to provide care for the homeless (they can't rely on only volunteers to provide all of the many services the homeless need), as well as administrators who can make sure donations are used in a responsible manner (if you want charities to be accountable, you have to allow them to hire accountants)

Homeless organizations do not make cash donations to the homeless.

So, as to where you should send your money to help the homeless -- a Google search, a search on VolunteerMatch (http://www.volunteermatch.org), a look through your commmunity yellow pages or a phone call to your local United Way will give you a list of all the organizations serving the homeless in your area. Once you have your list, it's up to you as to how you judge which is "best".
