Ah this has been a interesting question for years.
1) Locally grown Veggies would be IDEAL
2) Much of what we get in the stores in not local. So it is picked unripe, shipped to your local store aging has it travels. Sometimes they must use a chemical on it to make it ripen.
3) Frozen Veggies are picked & packaged at their PEAK time. No nutrients are lost in shipping time.
There now is a Balance question. Where is your produce coming from? If is far away Frozen might be a better option. It certainly is not the worst one, just make sure there is nothing added.
Both are much better than a can veggies.

I was told by a dietitian that frozen vegetables keep their nutrionnal value because they are frozen very soon after picking. Unless you are buying your vegetables from a farmer's market, they could be several days old, and the older they are, the less nutrionnal value they have.

Im not sure about the frozen part but I know when you cook veggies they lose nutritional value and since u have to cook frozen veggies then in a round about way yes they do lose nutritional value.

If your produce is not grown locally then it is usually picked before it is ripe so that it won't be rotten by the time it gets to you. This means that while it looks ripe, it wasn't attached to the plant for the last part and didn't get it's full amount of nutrients.
I'm not sure when they pick produce for freezing though, I assume it's closer to ripe. Frozen also stays good longer, of course.
However if you can buy local fresh food, they are the yummiest as they don't have to travel far.

No but canned vegetables do. Frozen vegetables are preserved just like they were before they were frozen so the nutrional value stays the same.

On frozen vegetable bags, it shows they have pretty much no nutritional value, having at most 5% of your daily need for whatever vitamin. On bags of fresh vegetables, they usually have 100%. So, yes, they aren't as good for you.

When vegetables are frozen, the nutrients are preserved better than fresh ones that tend to lose their nutrients fast due to the air and light they are exposed to.
Fresh are only better if they are eaten within 2 or 3 days of picking.

My best friend is a nutritionist and she told me that frozen veggies are a lot better for you than the canned stuff. Plus there is usually a lot less sodium in the frozen stuff.
