It was called the Tuskegee Experiment. It lasted from 1932 til 1972, and was performed by the U.S. Public Health Service. The people chosen were mainly uneducated, poverty stricken, black males, and the point of the experiment was apparently to study the long term effects of untreated syphilis in the ***** population. Effects in caucasians were well know at the time, but experimenters were under the assumption that black people responded differently to this disease. Totally screwed up and unethical. There's a wealth of information out there, and tons of interesting facts about the story. I never heard of people purposely giving anyone Syphilis, but some people do purposely give others some diseases. The reason is they are cruel.

The infamous Tuskagee experiments in the US were experiments in which black men with syphilis were intentionally denied treatment so that the effects of untreated syphilis could be studied. None of them were deliberately infected, however; they were "merely" permitted to get sicker and were misled as to the true nature of their condition.
