Either cut is serious and bleeding needs to be stopped immediately. An arterial cut will spurt blood. Vein will just flow out. But you can lose enough blood to die from either one.
Best way to stop or slow the bleeding is direct pressure with a compress of some sort.
Most cuts involve lesser blood vessels such as capillaries.

You can tell because if you cut an artery you might bleed to death! A vein will just make you bleed. An artery will also spurt blood. It is hard to cut an artery as they are well protected by the body as arteries supply all your organs and brain your blood. Red blood is oxygenated blood, blue is deoxygenated blood. it is the blood that has already made its way around your circulatory system and is going through your heart/lungs(it takes like half a second) in order to be oxygenated again so it can do another round trip and so on.

Arteries shoot out blood when your heart beats (at least from the very little I've seen). Some doctor will post soon and make a fool of me, but an artery bleeding is going to be a bit more blood and possibly serious.
Red blood is oxygenated, blue lost its oxygen. That's why blood always comes out red (unless you're vulcan).

Your heart pumps blood into the Arteries to carry the blood away from the heart to the rest of your body. If you cut one it tends to spurt or pump out with each heartbeat.
Veins carry blood back to the heart and have less pressure so a cut vein will ooze rather than spurt.
Both however are very serious. Apply pressure and get medical help immediately.
Blood appears redder when its oxygenated.

something to do with the color which i believe that bleeding from a vein is most likely darker because of oxygen content, the concentration is much denser because of the hemoglobin. In the case of a cut from artery, the color is lighter and a little bit pinkish because it is carrying the unoxygenated blood.

Venous blood is dark red and bleeds slow to quick.
Arterial blood is bright red and bleeds profusely when you are cut. It almost seems to "pulse" out of the wound.
