Yes, for the most part. To make chicken broth, take the carcass of a chicken (the skeleton with some of the meat and skin still attached... basically, whatever didn't get eaten during dinner) and boil it. So, while it may not have lumps of meat in it, it's most definitely meat-derived.

It's made from simmering chicken meat and bones.. Vegetarians and vegans both avoid products that come from a dead animal.
Try vegetable broth or stock. In health food stores and most major supermarkets..they even carry a broth called No Chicken broth..it is vegetable based but alot like chicken broth.
