No. Pam is vegetable oil with additions to make it spray in a thin coat. Vegetable shortening is a solid fat, similar to butter. Solid white crisco is vegetable shortening.

You must use a solid shortening for a pie crust. It's essential that the solids layer between the flour, producing flakeyness when it cooks and melts. Vegetable shortening, butter and lard all work, though butter has a bit more water in it.

The two are not interchangable. If you are only using the Pam to spray the pan before putting the crust in, that's fine. But Pam shouldn't be used as a substitute for vegetable shortening in a recipe for a very long list of reasons. Taste, ingredients in Pam, and texture are at the top of the list. Pam spray would not work in making a pie crust. You would need to buy a tub or stick form of what is actually called "vegetable shortening." Crisco is a popular brand.
