Yes it can, specially in anxiety induced hypertension, or if the readings are too high.
BUT in your case other causes like GERD, anemia, Stimulants, and muscular has to be excluded

Hypertension can certain cause heart problems which in turn can cause chest pain, but it sounds like you have had those types of problems checked out. There are a variety of things that can cause chest pain or tightness including lung problems, GERD (gastroesophageal reflux disease), musculoskeletal pain from injuries or arthritis, and anxiety are some of the more common ones.
