It's a bone stock 89 signature series town car with an automatic tranny and a stock 5.0L V8. What steps should i take to super charge it?

It is actually best to not super charge but first do an engine swap from the stock 5.0 to the 5.0HO (High Output) motor and then star bolting things on. The only parts you need to initially swap for the HO conversion is a HO motor (pretty cheap since they were in 'stangs) and a computer out of a Lincoln Mark VII. Read this article for more info:

Start with a brand new motor because 19 year old 5.0 will not take the extra pressure of supercharging. Or completely rebuild the engine and transmission for the added torque. Buy a procharger and install it and the necessary belt and pulley arrangment then install larger injectors because with boost added displacement you need added fuel. after that get the car over to a ford dynotuner to get the car's Engine controls remapped for boost so the engine can burn fuel properly. are you bored or what? most of those engines aren't the best i can't imagine you would get much life out of it afterwards but lookup supercharging a mustang they had the 5.0 and I am sure what ever kit works on the Mustang should work on the Lincoln.
