Dogs have a sense of smell thousands of times more powerful than ours. Unfortunately, they can't communicate properly with us. They can differentiate the smell of explosives, even differentiate between them, but they can't understand the concept of bomb.
The way they're used, they get rewarded for smelling some odors and reacting to them and not for others. Kind of Pavlovian experience. Unfortunately, they're trained to react to other signs in a way the law enforcers can get what they want regardless of what the dog finds.
How reliable are they? I'd say pretty much reliable. But it doesn't mean you're safer just because the TSA's dog checked the baggage of the guy sitting next to you on the plane.

Dogs have a greater sense of smeel than humans. They can smell common chemicals used in explosives and are trained to do so. Therefore, they are highly reliable as bomb-alarms and they are less expensive than technological machinery.

The Australian Army in Afghanistan is using dogs to sniff out mines and I.E.D.s with very good success.

especially effective when they are sniffing out the carbomb, and the planter /driver is sweating in fear of being detected.
