It depends on what you mean.
If you are referring to something that is finished, it would be "estuve". Yo estuve in el sexto grado el ano pasado, pero ahoro estoy en el septo grado - means that you were in the 6th grade last year, but you finished that, but now you are in the 7th grade.
But if you want to say that you were in the sixth grade for a while, when some other thing suddenly happened, then it would be "estaba".
Yo estaba en el sexto grado cuando encontre mi esposa -
I was in the 6th grade when I met my wife - means you in there for a while (a whole year), when suddenly something else happened - like the meeting with your future wife.
