I converted my original RAW file to an Exif TIFF in Canon's Digital Photo Professional as my Photoshop does not support .CR2 files. I then edited the image and uploaded it to Flickr. The EXIF data isn't available.

Are you possibly using the Vista system? There is a report that states that system erases the EXIF or Metadata on photos. Check this link:

EDIT: I just ran a test to see if .tif format holds metadata and EXIF, using a "save as" for the document. It certainly does! It shows up in Photoshop and in Bridge with all entered info.

However, if I do a "save for web," the EXIF is wiped out!

I don't think that TIFF holds the EXIF data. You'll need to convert from RAW to JPG or some other format that does hold EXIF data.

Also, make sure that you are not doing a "save for web" as I believe this strips the EXIF data off as well.

Look in your Account settings > Privacy and Permissions to see if you have "yes" selected on Hide EXIF data.

This may be too late to help you, now, but:

I NEVER make ANY changes to the original file. Every digital image I have ever produced, either, from my camera, or from scratch, has been archived in as original a form as I can keep it.

ANYTIME I open one of these files, the FIRST thing I do is to do a "save as," and rename it. If I end up not making any changes, I, simply, close it and don't do another save. My "save as" file names are variations on the original filename, so their provenence can be traced back to the original.

Some users block the EXIF information when using Flickr. If the user has it blocked there is no way to know other than asking. Better to message the photographer, instead of asking us.
