When hell freezes over. Ha! Really, there's nothing to be done. All things are cyclical. Way way way back, in the 70s, they were telling us of the coming of another ice age. It's all phooey controlled by government paid "scientists" doing government funded studies. Like when a Stanford U. group was paid by the gov.(you 'n' me) to do a study on the various shades of black...???HUH???

One can't say the UN are the global government...There is just too much of dissent about any question raised before the UN. The Kyoto protocol was first serious international try to at least lessen the impacts of global warming, unfortunately the USA decided against it and it became just dead letter on a paper...

There is no global government.
But countries all over the world are starting to work on this. They made one attempt to get together, the "Kyoto Treaty" which didn't work very well.
They're getting together in Indonesia next month to try to come up with something better.

By the way, Dr. T (below) is right about all previous temperature changes, EXCEPT THIS ONE. CO2 and temperature are going up simultaneously this time, proving this particular change is mostly caused by CO2.
Physics shows CO2 works two ways, it is both a cause and an effect of warming. Previously it was mostly an effect, this time it's mostly a cause.

There is no global government, international institutions have limited coercive abilities.
Local governments do not agree yet on the division of responsibility for global warming and for the means that should be employed to reduce the effects.
you could say that governments still bargain on the issue of global warming.

The Vostok ice core data (see reference) shows that never, in over 450,000 years, has a change in CO2 levels preceded a change in global temperatures. So, CO2 has never caused the globe to warm. The Vostok data also shows that temperatures drop precipitously in the presence (and advance) of elevated CO2 levels. So, CO2 has never impeded cooling.
The reason "global" governments cannot do something about global warming is that the only mitigation technique at their disposal is the reduction of CO2 emissions. Since CO2 has never caused warming nor impeded cooling, regulating CO2 emissions cannot affect global temperatures one way or another. So, the only mitigation technique at government disposal cannot work simply because of physics.

By the way, Bob (above) is wrong that temperature and atmospheric CO2 concentration have never gone up simultaneously. In fact, in every incidence of historical temperature increase, once CO2 started to rise, it increased along with the temperature. It never preceded a rise in temperature either in the historical record or present day. So, it could not have caused the warming.
Look again at the Vostok data. The "present" (immediate left side of the plot) shows that CO2 levels have been rising for the past 20,000 years. They didn't just start rising at the onset of the industrial age. When they started rising 20,000 years ago, they did so AFTER the temperature started to rise and they are still rising---as is the temperature.
We are coming out of an ice age. By definition, that means we've been warming for 20,000 years. As is consistent with every other ice age in the historical record, CO2 levels begin to rise as the temperatures rise. This is due to the fact that the solubility of CO2 in sea water is inversely proportional to temperature. As the sea temperature rises, it cannot hold as much CO2 and so it is released into the atmosphere.
The only mystery here is why global warming seems to degrade the intelligence of its proponents.

There isnt a "Global Government" many governments are trying to tackle the problem. Treaty's like Kyoto are attempts to get all country's to work together on the issue. unfortunately country's like the US and Australia refuse to ratify them even though the are the biggest emitters.

its the businesses that cause the issue, control the means to do something about it, and choose not to. The government can start them on the path, but the ultimate decision is theirs. Free market system puts money above all else, and as long as that is the case, global warming will continue.

There is no global government. There are lots of national governments, all with their own agenda. International treaties between them determine what they do collectively.
Many like to think of the UN as an international government but thankfully it isn't. Too many dictators and despots get to vote there.
