China is essentially in the dog house. The recent discover of lead paint and other toxic chemicals in products they export world wide has greatly tarnished their reliability. They know it, and they are looking for ways to redeem themselves. One such method would be tighter control of green house emissions.
Also the next summer Olympics are going to beheld in Beijing. China is going to great lengths to clean up their cities and reduce smog.
In all, if you take a look at china, you will see that they currently are a huge polluter but at the same time they are making good progress in this area.

NO, we all must do our part and do it "yesterday". Things are worse then we are told and already weather is affected and so goes everything else. We should be more willing to set a standard world wide and show them. We must make this issue as important as the wars in Iraq and Government corruption, both will break us. We need fearless leaders who will take on large Corp. polluters now and stop them cold, yes it must be done and now. They are killing us by the day with cancers, polluted water and air, etc. We should all do everything we can to help the earth or sooner then we think it will kill us. We will kill ourselves if we don't stop it now.

China is starting to realize that destroying the world's economy is not really good for business. And that hurting its' own citizens is not a good way to stay in power.
It will be long and annoying (they'll posture and bargain), but in the end they'll be on board.
amiram - Your data is wrong. China is less per person, but there are a lot of them. They recently passed the US in total greenhouse gas emissions.

The USA and the EU are far larger users of fossil fuel than China, by a factor of 4 - 5.
that is to say, that if The USA and Europe saved 10% of their fossil fuel consumption, that would equal the total Chinese consumption.
