not = nicht
bad = schlecht

so literally it would be "nicht schlecht" and generally used as an expression as to comment something just like in english.

But if you want to say it in a whole sentence, you could say:
Es ist gar nicht so schlecht.
It isn't that bad.

In German you say: nicht schlecht.

If you want to say "It was not (at all) so bad" in German, you say: Es war (gar) nicht so schlecht.
