First we must accept the axiom that corruption is a two way street. Those that take and those that offer. Greed is a powerful Factor in corruption. The more it goes unpunished the more it is acceptable. Then you must consider the level at which the corruption occurs. At a lower level, such as minor government officials, i.e. governmemt clerks, police, even mail room clerks, the exchange for favors or information is common. Non-corruption contracts with employees would impose not only criminal consequences but also Civil liability. Doubling the consequences would make it less profitable to engage it such conduct. At a higher level corruption is difficult to detect. Both parties are smarter about how the corruption is processed. Corporate lawyers find so many angles to hide the appearance of corruption. Increased penalties and public trials would be one deterent. But, maybe if those caught in the corruption did hard time in hard prisons instead of Federal prison "Resorts" or "minimum security" facilities we would see less people willing to offer or take a bribe...

Stop letting big business control everything. Pay the low class more and moral will rise. When moral rises, people won't see the need to be so corrupt anymore. In order to do this, the people who run business have to be willing to give a little power up, and not make as much money anymore. Love of money and power is the root of all evil.

Enforcement authority is the biggest problem. There needs to be a better way for people to report problems and for those who receive complaints to be held accountable by a higher authority. The ACB seems arbitrary and cronyist. Someone has to take control of this area and make it transparent for all citizens.
