THERE IS NO ANIMOSITY OR ANYTHING BUT I WOULD JUST LIKE TO BUILD A CLOSER RELATIONSHIP BETWEEN ME AND HER AND ME AND MY NIECE.

You should tell her how much you care for her and want her to be a part of your life, cause you love her and she's your sister. Maybe you guys could do some things you used to do when you were growing up, to bring back good memories. Or have dinner together, and share interests. just keep keeping the door open and maybe she will someday realize what she is missing. someday she might need you. with her being old, it is hard to open that older sibling silly attitude. talk about it. i treated a younger brother that way and after he died i realized what i had done. miss him very much still. but i was a the older brother. and was a bit alof and didn't allow a fully equal relationship. hope you break that pattern. tell her i said she will be sorry some day.
