My cat is about a year old and for a couple of months i've noticed him scratching under his chin. I found tiny black pellets that might be flea poop,so i started scratching and picking at them and noticed that the skin underneath them was red and possibly bleeding. I put them on a damp tissue and they did not not run a brown color. What else could they possibly be, dried skin?

These were on his chin? Believe it or not it's probably feline acne. This really looks like flea dirt, clustered on the chin. This is pretty easy to treat at the vets, they'll probably just give an antibiotic shot/cream and a steroidal cream - the redness is probably where the area has become infected. Feline acne does not always cause a problem, but if he's scratching then it needs to be looked at.

Your cat has fleas. If you haven't taken your cat to the vet, do so. Get a flea medication that you place on the back of your cats neck, the vet can do this for you. You must make sure that it is for the right weight of the cat, too strong a dose can make your cat very sick. Some are Frontline, or Advantage and each dose lasts for 6 months. If you don't want to go to the vet, you can buy it at PetCo or something like it. The one for kittens sounds right for a cat only a year old. The other thing is, with fleas come worms, they clean themselves, swallow the fleas and flea eggs and they come out worms. You will need a dewormer pill for your cat as well. You are better off spending a few bucks and take your cat to the vet. Good luck.

Cats have oil glands for marking under their chin and jaw. These sometimes get blocked and itchy. Take some warm soapy water on a wash cloth and give kitty a chin scrub then repeat without soap.
He could still have fleas but if this is the only place you see it it probably is just acne.

Could be dried skin, a scrarch, a flea bite..... It also could be a reaction to flea bites. (allergies)

Do you use a topical flea medication? Advantage is one of the least toxic ones and works well for kitties.
