If you're caught by a police officer, it's constituted as public indecency, and the worst that can happen is they fine you, or book you depending on the town, just to teach you a life lesson. And yes, they will tell your parents. If you really think you want to have sex, be fully sure you're ready for all of the potential outcomes. Pregnancy, (yes it happens with a condom and the pill), STD's, being dumped because he finally got what he wanted and now wants more from someone else, rumors being spread about you, and the potential of your parents ultimately finding out you are sexually active regardless of where you have the sex. (Adults are much much smarter than teens give them credit for).
Please be careful, and NO don't do it in public.

define "going to the next level". He either wants to sex with you (sad) or he wants to make plans for marriage. If he wants to have sex with you, then refuse and ask WHY he wants to. Since I inferred you two aren't married, then I think you should get married BEFORE sex. I would be scared too if that was brought up on me. Whats is he/she wanting to do?

unless you anticipate the police waltzing up and slapping you with indecent exposure and statutory rape and disturbance of the peace and trespassing and drunk in public the biggest risk would be ants, most people would tend to just avoid the situation if they heard the sounds of lovin in the wilderness
