I assume your sister is not married.

If her only income is from Social Security then she does not have to file a tax return and she owes no taxes on the benefits.

If she is married, then it is possible that some of her benefits are taxable. This depends on her spouse's income.

Assuming that she's on state disability or SSD she doesn't need to file. Those payments, if they are her only income, are not taxable.

If her disability income comes from an employer paid or pre-tax plan that she paid for then the income is taxable and she would need to file if the income exceeded the filing requirement amount for her filing status.

If she is on disability I am sure she is below the povery line and shouldn't have to file.
