Harassment in the US Army is hard to prove if you do not have anyone willing to be a witness. With out a witness it is your word against someone else' and if the are higher ranking then it is RHIP, Rank Has Its Privileges, meaning you are SOL, Sh*t of Out Luck.

My friend, A former US Army active duty, was harassed as a civilian and no-one wanted to be a witness due to fear of being fired.
