Is there a program that can make the resolution of a low quality picture better.

Try Photoshop. There are many good tricks you can do in order to make the picture look better. You can not change the resolution of a low quality picture but you can use various tools like the sharpening tool or various functions like, auto contrast, auto colour etc. The programs comes with a easy help guide.

Even the best programs, in the hands of the most talented users, will only offer marginal "improvements" to low res images. Even THESE results will be based on "guesses" and general programming algorythims. If Photoshop is directed to smooth a jagged line, it will not be abe to distinguish the jagged edge of a pixel from a real feature of the scene photographed.

I can, for example, make a photo look "better," but not more realistic. And, I won't even TRY to fix an image as small as the thumbnail sized images from some online sources.

Blow up. It's a pro-sumer program for enlarging photo's. Traditionally as far as I know its used for large format printing but if you desperate for clarity i'd bet it'd work out. However as it is stated above you only get out what you put in and you should always shoot and save at your highest res possible.

I'd say ... you try putting the Resolution to : 1024x768
it might it clearer, atleast.
