You could make your possess custom cookie cutters. I used some remnant accelerated foam board inventory. This material is used on the exterior trim of houses. It looks like white, painted boards, but it is plastic. I drew a form and reduce it with a jig saw. what if you just cut the cookie dough into strips, and form the shape?? that would save a wee bit of money, frost them the color that represents your ribbon, and your set
