That depends. Using energy causes you to lose fat. If you lose enough fat from your hips and legs, then they might get smaller. The treadmill will also tone your muscles. Initially they will get smaller. Taking it to an extreme, those muscles will get bigger.

You cannot control the locations where fat is stored or burned. It will normally be burned equally all over your body. You will have to make this a long term project to see notable results in target areas.
