You need to go to a tattoo artist who has a fine portfolio of past portrait artwork. There are far too many poorly rendered pictures out there. You don't want http://farm1.static.flickr.com/220/499142480_9aa7caef52.jpg
THAT anywhere near you. Also, the smaller you go the less detail you get. The artist should be able to tell you how finely he can render it. I got talked out of a line of poetry because the artist told me he couldn't write it legibly unless it was a half inch tall. Notice that that picture you posted was on someone's calf, and it didn't cover a small area. It covered a large one. So if you're going for detail, there's going to be a limit on the size.

If you want a portrait tattoo not a good idea to get one very small. If takes away from all the detail and in a couple of years will look like a big blob of ink.

I agree with everyone else on this - if you go small, you'll lose the detail and it will be meaningless. If you keep so much detail on a small tattoo, there'll be too much ink in too small a space, and it'll just turn into a blob that you can't see properly.
I would suggest that a portrait shouldn't go any smaller than about 5"

you could get a smaller one of just the face but not the whole tattoo on a much smaller scale. a facial portrait really can only be so small before details are lost. my artist is pretty awesome at doing portraits, check out his. the smallest one i have sen him do is about four inches by three inches, i think he has a picture of it in his photo albums, it's grandpa munster.

You could do anything you want =]
But it won't look good =[
because if people that aren't that close to you won't be able to tell what it is
and it will just look like a big blob
i recommend getting a small tattoo that isn't too detailed

It's generally not a good idea to get small tattoos that are overly detailed. If you get it too small it will be unclear and you wont be able to fully enjoy the image. My artist reccomended i had mine made larger and I'm glad they did.

Honestly, no.
The smaller you go, the less detail can be put in.
The number one complaint I hear about tattoos is that people wish they'd gone bigger.
Go big or go home.
