Yes they can! You have to be called, just like every other position in the church though. ^_^

Yes. I have had both a woman and man seminary teacher.

My institute teacher is a woman...so I would say seminary could be taught by one too.

I have no idea. But they are pretty modern. I would say, if I were guessing.
