the only context in which I've heard the phrase "outbound sales" is in telephone sales work. Outbound means you calling them, not you answering the phone.

Further detail would be whether you're calling prior customers of the same enterprise, people/firms who have already expressed interest in the product, or whether you are cold calling.

Our second son is an investment broker and has done a lot of cold calling [50 calls a day, 300 days a year]. He works for a recognized name firm and says that detail is the most important bit in getting more than 15 seconds time.
