I agree with Mintee
Islamiclly there is no issue in a Muslim man marrying a person from any country as long as she is either a Muslim, Christian or a Jew. (People of the Book)
As from the legal side, the Saudi government requires that Saudi men get a permit from the ministry of interior, as marrying from outside Saudi entails issues such as Visas, residence permits, etc.

Edit:
Regardless of what the Ever So Knowing Mr. st says....
The wife will get the Saudi citizenship after 5 years, and the children get the citizenship as they are born.

Yes he can but he needs permission from his Government to marry a non Saudi woman. The Saudis don't mind a Saudi man marrying a woman from the Gulf countries, and from UK and USA. But the man will not get a marriage certificate from his Government with the foreign woman until he is 30 years old so his marriage will not be recognized if he marries a non Saudi woman and he can not sponsor her until he is 30.

YES is the answer to your question. Saudi Government will accept it along with their culture, social norms and the society.

Saudi Arabia whatever is said and done - is really not an odd place considering how weird and how backward are the question about Saudi life, culture and religion are being thrown here.

I had a wonderful 10 years in Saudi and still cherish my stay in that country.

ignore whitemans remarks.. (Its embarrassing when someone without knowledge throws a remark like that)..
Saudis and Muslims in general don't go around having 4 wives.. It was a provision way back then 1400 years ago when life and times were hard. Men died young in wars leaving women with several kids desperate.. It was a way for these women to secure their futures to have fathers for their children.. and other reasons also.. too long to go into it.. You look around in any Muslim country and its rare and far between when you actually see a family with more than 1 wife.. its just not done, its not financially feasible and the women of today's age, just wont settle for that..
Anyways...
My mother is American and my father is Saudi.. And there are thousands of international couples here in Saudi.. From any country you can think of.. Saudi (Muslim) men are allowed to marry women of christian, Muslim, and Jewish faith.. but Saudi (Muslim) women cannot marry other faiths, and.. Saudis will marry Muslims from any other country..

Yes, Saudi men marry women from all over just who ever they like or love like all men. Saudi men do not usually marry more then one wive. Syrians do that the most anyway.

seems you refer marry (not merry)
yes lot of saudi visits india/pakistan and get woman for marriage purpose.. they keep 3-4 wife in their country at different places or sometimes even in same house since muslim is allowed to marry 4-times as per religion. so is ok.

Yes but she won't ever get citizenship and in most cases neither will the children and there children. Saudi women won't like her and will gossip

yes they can, but a saudi woman has much more restrictions placed on her on whom is acceptable to marry.
