only thing they could do is POSSIBLY obtain medical care and bill your dad's insurance company for it. But, even with that, it is unlikely because more and more, hospitals and doctors are requiring photo ID. And they certainly won't get anyone into a bar so there isn't much reason to steal them. It is my opinion that, overall, you personally don't have anything to worry about. Health Insurance cards are generally NOT one of the forms of ID universally accepted for establishing identity. Call your agent and you should be able to obtain a duplicate card. In fact, with some companies, you can access your account online (well, in this case, your Dad) and print them directly off the computer.

Someone - probably them - needs to report it to the insurance company RIGHT AWAY. Medical fraud is an up and coming crime these days. If someone was "dumpster diving" and found your card, they can go get medical care in your name and you or your parents could get stuck with the bills.
The insurance company will probably then issue a replacement card - hopefully with a new ID#.

Find the paperwork that has the number and log online and request a new one. Sometimes you can print a temporary card from there.

Call your insurance company. They will send you a new one once they establish who you are.
