She has to get strong enough to be able to suck off her mama.
You should be tube feeding her - not bottle feeding her as she is probably not getting enough nutrition that way.

I tube fed my last litter of puppies cuz they were very small & their mother's milk was late in coming in.
If I hadn't tube fed them - all would have died except the largest two. I show dogs - so they are all very valuable to me & I won't risk losing even one.
After you tube feed the puppy for a few days - she should get strong enough to suckle off her mama.

I buy puppy formula and tube feed until tehy get teh hang. This is part of being a breeder and not having your dog fixed.
Yes it needs to be done every 2 hours day and night ( 24/7)
Usually in a week they start but in the meantime you can't let them dehydrate or get malnourished.
I would take it if I could I don't mind the work and actually enjoy raising pups like that

They will (usually) learn in a week. Give it some time.
