Depends how long it's been green. I would have no problem honking, but you better make dam sure you are not doing anything wrong. Cops are dix that way. They drive as shiitty as the rest of us, but since they have guns, the rules are different for them.

He's probably picking his nose or popping a zit in the mirror.

Mind you, police are very nice around my area, they seem to remember that they are still human, and not above a friendly honk.

I would if i had to but just a toot from the horn would do. I would wait first but if he continues to just sit then tap that horn I mean you have to get home or wherever right.

A short, polite beep is in order. A long, rude and obnoxious horn will probably raise his ire. I notice both.

what if hes stopping traffic? due to accident ahead?
or sometimes if there a pursuit in the area they stop traffic
to let the pursuit go by

It's a cop, I wouldn't. Pissing off cops is not a good idea, in my opinion.

I have before, nothing happened. I just tapped on it though, I wouldnt recommend laying on the horn.
