Steal in the biblical sense means taking another mans possesions without his permission.This does not pertain to kissing or sporting events.
Unless you are Robin Hood leave the poor alone.
And your final question,borrowing is having property with the owners consent,stealing is taking property without permission.

I find "thou shalt not covet thy neighbour's wife" much more interesting. The people of the old testament were clearly into swinging. Otherwise Moses wouldn't have to come up with that commandmend. (Yes, Moses, not god).

The government steals from its citizens through inheritance tax. They tax wealth on which income tax or capital gains tax has already been paid. Who are they to deny some hungry kid to steal a candy bar from some shop?

If it does not amount to a days wages for the poor it's only a venial sin. To steal a kiss is no sin at all.
