Don't know what it means anywhere else other than has already been suggested, the phonetic alphabet for the letters "S" and "H," but in my experience in the Navy (a few years ago) it is an acronym for a phrase that is taken to mean "very good." YA guidelines preclude posting the words for which the acronym stands, but, the "H" stands for the word "Hot."
Letters are given words to avoid confusion in the heat and noise of battle. For example, using "Hotel" for the letter "H" eliminated the confusion between "A" (Alpha), "G" (Golf), or even "Z" (Zebra). In context it also avoided confusing the letter with words that might sound like "H", like "age," or "edge." The phonetic alphabet is standard throughout the services so every service can understand any other... as long as they both can spell.

As far as aviator's colloquialism goes, if a pilot calls you "sierra hotel" they literally mean you're "sh*t hot".

For submarine terminology, a Sierra is a Russian nuclear attack submarine and a Hotel is an old nuclear ballistic missile submarine. Neither are around anymore. I write military fiction books and haven't heard of that combo before. It sounds like an artillery term to me.
