It's about time that I applied to get a driver's license out here in Colorado, where I've been living for more than a year. I still have my valid IL license, what will be required? Will I have to take a written and driver's test? Also, what is required for me to get my car registered out here, as my plates are expired.

Check with the local DMV. In most states there's no test or just the written test when transferring a license from a previous state.

All states have their own requirements regarding changing your driver's license, check the local DMV website for the requirements
