I actually was praying that it would not rain there, so does that mean that the POWER OF PRAYER does not work? My concern is that if it rains too much that it will flood and kill people, so I have my reasons. Does that mean God listens to only some people and not others? So does that mean if he does not listen to me that I should not worship him, since he did something for someone else and nothing for me? Or is it that based on statistics that chances are he would have hit the rain jackpot at some point, whether he prayed or not? I believe that it was just based on chance, nothing to do with your imaginary God.

That is so offensive....if someone of faith chooses to pray for rain, that's their business and their right. If someone not of faith thinks it's ridiculous that is also their business and their right.
Ultimately, however, the real question is why do people of faith have SUCH a hard time understanding the phrase "separation of church and state". Although, as an atheist, I could personally care less if a politician is spiritual or not, it is still the politician's office to act on behalf of their constituents without their personal religious beliefs being a factor.
Perhaps Christians should pray for some vocabulary and lessons...

If a governor wants to go to a church to pray thats his/her business. If a governor wants to go out to a public place like a park or something and lead a prayer vigil, again thats their own business. But when a governor of a state stands up in front of the Courthouse or Capital and in his Public Office as Governor leads prayers - that is coming mighty close to promoting a religion (I'm quite sure he wasn't leading a Hindu prayer) and that has no business in our government.

They are always upset whenever anyone prays. Kinda of silly in my personal point of view, sense They claim not to believe. Why would they care if someone prays to a God that they don't believe in?
After it starts raining? They'll find some sort of 'Logical explanation' To explain the rain. Anything to discredit the real source......God!
