Bill, you didn't say whether or not your sister volunteered. If she volunteered, you should be mad at her as well. She may say it was forced, just so you won't be mad at her. Now if she was 6 or 7 and he molested her, that's another story. That's where you and/or your parents call the police and report him.
As a former child molestation victim, and I've been molested several times in my childhood, please don't take out revenge that way. It won't fix anything. It will just make you a bully, especially if she volunteered to have sex with him. Let the law handle this. I also had(notice the past tense) a big brother who wanted to protect me, but thankfully he never sought revenge. Thankfully I don't have to remember him in such a bad light. You don't want your sister to remember you in a bad light, should something happen to you.
Do NOT plant anything in his tailpipe, no planting pot, no embarrassing him, NOTHING. You will also scare off any other guy that might like your sister and treat her well if you act like a jerk. You do anything to this kid and you could well become his cellmate. And your sister won't be proud of you.

Revenge is not for anyone, other than the Lord.
If the kid raped or assaulted your sister, call the police and report it.
If he was just being an obnoxious teenager, ignore it or talk to him about it, most kids will cut the crappy action when they know that an older brother or father is protecting the young lady.
Revenge will come back on you, and you will be bringing trouble back on yourself.
Being a caring older brother also means that you have to be a smart and controlled older brother.

I think you left out some important information. First, how old is your sister? Second, what do you mean by "messed with"?
For example, if your sister is 13 and the guy did something sexual, he could be charged with lewd and lascivious behavior with a minor under 14. In other scenarios, he can't be charged with anything, but those are important details before someone can truly be helpful in answering your question.

Grow up and realize that by taking revenge you are just as wrong as he is. Of course you want to stick up for her, but instead of doing something that could be a crime, be there for your sister and keep her strong enough to stay away from this guy.

Just let him know that you know where he lives. I come from a very large family. 9 boys and 5 girls. No one messed with my sisters. You don't have to do anything. Just give him an intimidating look every time you walk by him.

first off, how old is your sister? if she is a little girl then go to the police and let them handle it. if she is older than 14 then talk to his parents. if you are like my 2 sons 14 is still young to them. don't take it into your own hands because you can go to jail and your sister will be upset that you are not there for her anymore. think of her first.

pull a prank on the pricks, so it doesn't break the law but embarasses them enough.
If that doesn't work out you could always do what my older sister did, and mention near them loud enough that they can hear that someone has been upsetting your sister and your gonna beat up the person, or mention a non existing restraining order, get enough people in on it to sound legit and even replicate something that looks like it.
If that doesn't work go to the principal or let her catch them doing it. Get proof. Alibies.
