Probably Not.

A refund is just the government giving you back overpayments. If you haven't paid in, you can't get anything back.

There are two exceptions to this: The earned income credit and the additional child tax credit. Both of these credits can get you back more than you paid in but you must have "earned" income to qualify. Earned Income is income wages/salary or self-employment income. It doesn't sound like you receive any of this.

If you also have taxable income, you should file.
If you have an earned income, whether taxable or not, you should file, in order to obtain the earned income credit (which, illogically, can be sent as a refund even if there is nothing to refund).
If you had any taxes withheld and all your income is tax free, you should file to get a refund of the incorrectly withheld tax.
If you had no taxes withheld, no earned income, and not taxable income, then only file if you need to have a copy of your return to give a third party, for purposes of health insurance, financial aid applications, etc.

If return, you mean a tax refund... only if tax was withheld from you somehow,, or you qualify for a REFUNDABLE tax credit, such as EIC, but the "E" stand for earned, although arguable, disability is not considered earned. Child tax credit is not refundable, and dependents and mortgage interest help to eliminate taxable income, which you state you don't have, so again unless there was some earned income or taxes withheld, then no, no refund.

Call the Va @ 800 827-1000. When they give u the run around. Call a tax place like H & R block they should give u free info if ask.

Does your wife work? If so then file "married filing Jointly". You have to have some earnings to get earned income credit.

With the kids you may get earned income credit.

But if you haven't paid anything into federal withholding, there is nothing to get back.
