While Corel Draw can be used to make a jpg, it is a bit of an overkill for a bitmap jpg drawing. It is designed for doing layouts and vector drawings. (Vector drawings can be resized without as much lose of clarity as a bitmap jpg)

For something simple, the MS Paint program included with Windows (Free!!) will do that trick. It can save in jpg format as well as others.

If you want to get fancier, look for the program PaintShop Pro (not to be confused with PhotoShop). It is a medium to high end graphic program that sells for under $100 (have seen it for about $60), and can use most of the add ins and extra designed for PhotoShop (a $500 program).

Corel is a Vector drawing program not a bitmap.

yes, it is the best one for draw vector shapes, and you can save it as jpg
