Same thing everyone who has used that sort of phrase means.
It means "Trust me. If you will just let us kill off your sons this one more time, it shant happen again and everything will be swell."
Politicians still use similar lies to dupe the shallow end of the intelligence pool because they believe they are much too smart to be understood by commoners if they just tell the truth. They would also be kicked out of office.

BTW, Woodrow Wilson tried to start an organization called the League of Nations that was a precursor to the United Nations.
He thought that such a league would indeed be the way to avoid war.

He was referring to WWI after his inception of the "14 points." However, he was very mistaken as Hitler rose as a national figure in his country as a patriot. The 14 points, which were a part of the Treaty of Versailles, which included Germany accepting guilt for the cause of the war, expenses, and of course, loss of portions of their country is exactly what led to the start of WWII.
