The best I've heard of yet was he made a day out of it. He took her around to different places. "Do you remember this place?" "This is where we had our first kiss." Then off to the next place. "Do you remember this place?" "This is where we had our first date" He took her several places of importance in their relationsip. Finally he took her somewhere she had never been."Do you remember this place?" he asked. She thought and thought but couldn't place it. "No, what did we do here?" she asked. "This is the place where I asked you to marry me."

Honestly, and say what is in your heart. Don't try to be too showy. The first posters suggestion is good, because it's personal and meaningful. It should be a precious moment between the two of you, and IMO shouldn't involve a marching band or a baseball team or anything like that.
