As your first answerer remarked, you need to think about the layers and their position to each other:

The dura mater is inside the skull, which is covered with a periosteum (on both sides), which is covered by fat, which is covered by skin. So to get to "just outside" the dura mater, the bullet penetrated skin, fat, the outer periosteum, bone, and the inner periosteum.

I think it's a trick question. The dura mater has two layers. The outer layer also serves as the periosteum of the inner table of the skull, and the inner layer is part of the meninges. Thus I'd have to say the correct answer is bone.

think about where each of these things actually is in relation to the others.

Remember that the periosteum would surround BOTH sides of the bones of the skull.
