I have a 1999 VW Passat that has water in the oil. What do you think could be wrong?

Passats have an oil cooler, it is very possible that's your problem. I would start there seeing that a head gasket would cost a fortune compared to the measly cooler.

You can sort this ***** of a problem out yourself. Here's how. Step 1: Obviously change the radiator and cooling fans. I'm sure four to the floor you can pick up these components dirt cheap at a scrapyard. While you're at the scrapyard, sell the busted radiator and cooling fans. At scrapyards they pay you in ca$h for your unwanted metal objects. Step 2: Change the oil. Duhhhh. Step 3: Get the bodywork fixed if you want a car that looks the part. Step 4: Prehaps take more care when driving next time. LOL. Problem solved.

It may be a blown gasket, which may be expensive to fix, or the engine block may be cracked, which means that you need a new engine. If the block is cracked, you would be better off getting a new car.

If you have water in the oil, get your car into a repair shop right away.

Sounds like head gasket has blown. Take of rocker cover (when engine is running) if it get much noisier, it could mean that the engine is beyond repair.
