You MAY get the license (doubtful since the computer age) but you will be committing fraud when you sign the papers that state you have not had a license in another State and are not suspended.

I think you should be able to, just as long as all your fines are paid in the other states. I had a ticket when I lived in New Mexico and I didn't pay it because I was moving. I got a notice saying my license was suspended from New Mexico. When I moved to Colorado, I tried to get my DL and couldn't because I had fines in other states. I just payed NM and kept my eReceipt and tried again after the payment was processed. It worked and I still have my Colorado DL after 5 years.

You might want to check in to see if you will be legally able to drive with a Wisconsin DL in the other states that you have a suspended DL in. That would really suck if you got pulled over, lol

i trust oklahoma and Illinois are compact states. So definite his license will be suspended. some states do no longer honor different states using records. He needs to flow to the license bureau and ascertain. If he's suspended he can ask the courtroom for a difficulty, so he can atleast force to and from college or artwork.

States share info, most of them anyway. You are not eligible for a license until you clear up your problems in the other states. Moving to avoid paying is not only wrong, it's irresponsible and will get you no where. Time to face your bills/fines/fees and get yourself back on track.

Even if it worked, it would be pointless. It would still be illegal for you to drive. You can (legally) obtain a non-driver ID that works for everything else (except driving) without going through this deception.
