no, it has to do with people trying to make a buck, with no morals or scruples.

the apparent largest health insurance fraud is MediCare. the usual fraud requires the MediCare numbers of real patients.

the next largest fraud seems to be staged atuo accidents, which requires real people who receive fake injuries.
