as gross as this may sound you are probably the only younger girl who's underwear he has access to and he's probably beginning to get a little curious about the opposite sex. Im sure its not a sexual thing directed at you just normal boyhood curiosity.

He is right, you got to understand from your own perception that guys seem like a horse of a different color to you, espacially BEFORE you knew about sex. So good old human curiosity. Brow-beat him for it thou, not to severally, just heart-felt and honest "Hey bro thats pretty preverted to take my undies, please show a little class and not do that, if your curious about stuff ask me questions" He'll deny it, or say something short to you, but the points to not let him get away completely with doing it, PLUS let him know there IS other ways construtivly to help his curiousity. Chances are it well be years down the road he takes you up on that, but those are the motions people go thru for this.....
